Here are two reasons why your agency contribution, combined with your staff and client contributions to the Home Care & Hospice PAC are important:

  1. With term limits in Colorado we will always have new legislators to educate regarding home care issues. Our Home Care & Hospice PAC screens and then financially supports those new and incumbent candidates who understand and support home care.
  2. Even though our PAC can contribute only to candidates running for state office, state legislators sometimes move on to national positions where their decisions can impact Medicare reimbursement and regulatory issues. Through our Home Care & Hospice PAC we can make friends that last through a lawmaker's lifetime of public service on both the state and national levels.

A strong, well-funded Home Care & Hospice PAC will help HHAC continue our long history of political and lobbying success, such as:

  • Working on your behalf to obtain the very best language in the home care agency licensure law, both at first passage and continued Sunset revisions.
  • Passage of a resolution promoting and supporting TeleHealth Care in the Home and legislation authorizing payment by Colorado Medicaid program for TeleHealth Care in the Home.
  • Successfully opposing “differential” rate cuts that would reduce nursing and therapy rates, and during the budgetary downturns, keeping home care rates as stable as possible. This is a year-round process including working with the Department of Health Care Policy & Financing, the Governor's Office, the Joint Budget Committee, and finally the 100 legislators individually.
  • Obtained a solution to dual eligible problem whereby agencies will bill both Medicare and Medicaid.
  • Achieving Medicaid rate increases for home care amounting to millions of dollars over many years ($16M in 2017-18). This is a year-round process including working with the Department of Health Care Policy & Financing, the Governor's Office, the Joint Budget Committee, and finally the 100 Colorado legislators individually.
  • Passage of legislation restoring mandatory offer of home health and hospice coverage in small group health benefit plans and mandating a standardized insurance contract form for all health care providers.
  • Opposing and preventing burdensome regulations from passing and proposing new ideas for solutions when needed. 
  • Maintaining the lines of defense against accusation of fraud and abuse and inappropriate utilization, both for the industry and for individual members.
  • Testifying before many legislative and regulatory panels and committees regarding the value of home care.
